Committee on the Rights of the Child issues concluding observations of 45th session

 

In June 2007 the Committee on the Rights of the Child published its concluding observations on the state party members examined at the Committee’s 45th session (21 May to 8 June) on their implementation of the UN Convention on the Rights of the Child – Kazakhstan (second/third report), Maldives (second/third report), Slovak Republic (second report), Uruguay (second report).

In all cases the Committee recommended prohibition of all corporal punishment, referring to the 2006 General Comment No. 8 on Right of the Child to Protection from Corporal Punishment and Other Cruel or Degrading Forms of Punishment and urging states to implement the overarching and setting-specific recommendations made by the independent expert of the UN Secretary General’s Study on Violence against Children. The independent expert recommended the prohibition of all corporal punishment in all settings by 2009, together with the promotion of non-violent values and awareness-raising.

The Committee examined other states on their implementation of the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict. In the case of Guatemala, the Committee expressed concern at the use of corporal punishment in military schools and recommended explicit prohibition in that setting.
