Special Rapporteur on Torture condemns corporal punishment

Manfred Nowak, who became Special Rapporteur in December 2004, delivered his first report to theUN General Assembly 60th session in August 2005. In it, the Special Rapporteur, as a follow-up to previous reports submitted to the Assembly and the Commission on Human Rights on the issue of corporal punishment, draws attention to continuing occurrences of the practice, surveys the jurisprudence of international and regional human rights mechanisms, and concludes that any form of corporal punishment is contrary to the prohibition of torture and other cruel, inhuman or degrading treatment or punishment. He calls on States to abolish all forms of judicial and administrative corporal punishment without delay.
