In 2000, the Rule on the Rights of the Child in Kawasaki City was created. It prohibits'Prohibiting' something means banning it or saying it is not allowed. abuse and corporal punishment of children in any setting.

In March 2002, the City Government of Kawasaki did research on corporal punishment, in which children’s opinions were included.

4500 randomly selected children took part in the research, and 2061 children out of 4500 responded to two questions regarding corporal punishment of children. There were of 770 children aged 11-12 years old, 713 children aged 13-15 years old, 557 children aged 16 -17 years old and 12 children having no indication of age.

Responding to the question about their experience of corporal punishment at home, 9.7% of children said they had often experienced corporal punishment, and 27.9% said they had sometimes experienced it.

In answer to the question about what they think of corporal punishment, 25.2% of children answered that they are absolutely against it, but 7.5% answered that it is a reasonable way of disicplining children. 43.9% of children said that corporal punishment of children is acceptable. However, responding to the same question, 42.3% out of 600 public officers in the city were against corporal punishment at home.
